Housing Rehab Funds
According to a June memo from Town Manager Alex Morse to the select board, Provincetown is again participating in a housing rehab program in which low-income homeowners can receive up to $70,000 in forgivable loans for urgent repairs to roofs, siding, windows, doors, heating, septic systems, and disability accommodations.
The program is administered by The Resource, Inc., and is also open to homeowners in Truro, Eastham, and Harwich. Funds for the program come from a federal community development block grant that is administered by Truro on behalf of several other towns.
In January, the select board discussed whether a similar program ought to be created for the owners of year-round rental properties in Provincetown, with forgivable loans for repairs being offered in exchange for a 10-year commitment to continue renting year-round. Select board members said that such a program would be more useful than a “Lease to Locals” proposal to subsidize year-round rental units for three years at a time.
A rental property repair program may not be coming online soon, however, as it was not included in the list of “town manager goals and deliverables” that the select board approved on June 9. —Paul Benson
