Pot Cafés
The town manager, community development department, and licensing agent met with Cannabis Control Commission officials in May to discuss regulations the commission is drafting for “social consumption” of cannabis in venues that sell it — more commonly known as pot cafés. State Sen. Julian Cyr and state Rep. Hadley Luddy also attended the meeting, according to a memo from Town Manager Alex Morse to the select board.
Towns would likely need to add social consumption sites to the permitted-use table in their zoning bylaws for them to open, something like the way medical marijuana treatment centers were added by town meeting voters in 2013 and retail and industrial marijuana establishments were added in 2018.
According to reporting in the Commonwealth Beacon, the commission is planning three types of licenses: a “supplemental” license for existing cannabis retailers to add on-site consumption; a “hospitality” license for other kinds of businesses including yoga studios, movie theaters, and cafés; and an “event organizer” license for festivals of five days or less.
The initial proposals would not allow alcohol and cannabis to be consumed at the same venue. —Paul Benson
