Free Cash Is Certified
Town Administrator Tom Guerino told the select board on March 24 that the town’s free cash — unrestricted, unused funds from last year’s budget — had been certified by the Mass. Dept. of Revenue earlier that day.
That meant “all the numbers we plugged in for use of free cash are covered,” Guerino said. Earlier in March, Guerino said that his working estimate for free cash was $4.2 million. The state certified $4.4 million.
The select board then voted unanimously to recommend a capital budget of $2,565,150 for fiscal 2026. Free cash was the only source of financing for about two-thirds of that budget, including for several large items: $225,000 for site development at Maurice’s Campground; $320,000 for wastewater planning, permitting, and testing; $140,000 for a new DPW refuse trailer; and $130,000 for a new light-duty vehicle at the harbormaster’s office.
The board also voted to recommend a one-year debt exclusion, projected at $600,000, to complete “extraordinary repairs at the town marina,” including to the bulkhead, floats, and electrical systems. That expenditure is subject to a town meeting vote to exclude it from Prop 2½ limits on tax increases. —Tyler Jager
