Lease to Locals Update
Finance Director Rich Bienvenue presented the select board on Nov. 18 with a draft RFP aimed at creating a program to provide monetary incentives to property owners for signing long-term lease agreements with qualified tenants. Provincetown’s “Lease to Locals” version of this type of program is managed by a company called Placemate.
The idea is to begin to address the need for year-round rentals, which have disappeared because seasonal rentals are so lucrative. “This isn’t an affordable housing program,” Bienvenue told the select board. “It’s a rental unit creation program.”
The drafted RFP describes a $3,000 incentive for a studio lease, $4,500 for a one-bedroom unit, $7,500 for a two-bedroom unit, and $10,000 for a three-bedroom or larger unit. Half of the grant amount will be provided within 45 days of the lease’s beginning; the rest will be provided within 30 days of the lease’s end. —Parker Mumford
