A Housing Trust How-To
The select board and the housing authority held a joint forum on Sept. 12 about municipal housing trusts with Shelly Goehring, a senior program manager at the Mass. Housing Partnership. Goehring helps communities establish municipal housing trusts.
The housing authority is preparing its recommendation to the select board on how Truro’s trust might be set up and managed. First, however, chair Betty Gallo said that her board wants to hire someone to do a more comprehensive study of housing trusts on the Outer Cape, with a focus on their composition, powers, strengths, and weaknesses.
“The select board is really thankful that the housing authority is willing to do this work because it’s a lot,” said chair Susan Areson. “It’s really important, and we want to have community involvement.”
Goehring presented case studies of trusts in Brewster and Beverly, discussed some of the goals Wellfleet laid out for its trust, and spoke about trust operations and best practices. “It’s really about preserving the affordability of the units,” she said.
She gave those present three action items: consider the local infrastructure and the best niche for the trust, develop goals in accordance with identified needs, and be real about capacity. —Aden Choate
