Wastewater at Lawrence Hill
The town’s plans to build a wastewater treatment facility at the Lawrence Hill housing development at 95 Lawrence Road need approval from Wellfleet residents. Voters will be asked at the special town meeting on Sept. 18 to authorize a Proposition 2½ override to fund an additional $2.6 million for the project.
According to Town Administrator Rich Waldo, the estimated total cost of the project is $4.6 million, $3.5 million of which will go towards the planning and construction of the facility, with the remaining $1.1 million to connect Lawrence Hill, Wellfleet Elementary School, the police and fire stations, and some surrounding properties to the system.
The borrowing request will supplement the $1.93 million that voters approved at the 2021 annual town meeting. According to the fall town meeting warrant, authorization from voters will allow the town to seek borrowing from the State Revolving Fund, which awards grants of up to 25 percent of the total project cost from the Cape and Islands Water Protection Fund.
Concurrently, the town has submitted a grant application to the MassWorks Infrastructure Program to fully fund the construction and connection of the facility. According to the warrant article, the town expects notice of award by November. If the town is awarded those grant funds, then borrowing through the state’s fund will not be necessary. —Sam Pollak
