In accordance with Chapter 369 of the Acts of 1982, amending Chapter 797 of the Acts of 1979, notice is hereby given that the Wellfleet Select Board will hold a public hearing on Tuesday, September 19, 2023, at 7:00 p.m. on the issue of allocating the local property tax levy among the five classes for Fiscal Year 2024. (Chapter 40, Section 56 as amended by Chapter 369 of the Acts of 1982)
Options open to the Town will be provided, and any taxpayer wishing to present oral or written information on their views will be recognized by the Chair. At the hearing, the Board of Assessors will provide all information and data relevant to making a final determination on the allocation of the tax burden among the five classes of real property: residential, open space, commercial, industrial, and personal property as set forth in Chapter 40 Section 56.
Instructions for remote participation will be posted on the Town’s website at wellfleet-ma.gov.

FOR AFFORDABLE HOUSING
LEGAL NOTICE
The Wellfleet Housing Authority invites qualified responders to submit a proposal for the development of affordable housing for first-time home buyers. The project will include the conveyance of a 0.57-acre area of land located on Freeman Avenue in Wellfleet and is shown on Assessor’s Map Sheet 14 Parcel 112 (see Attachment E).The project includes the construction of a single-family affordable residence having the maximum number of bedrooms in a single dwelling as permitted by State and Local regulations. Proposals to construct a smaller number of bedrooms will be considered.
The purpose of this Request for Proposals (RFP) is to select a developer with demonstrated experience and capacity to carry out a development project that best addresses the needs and goals of the community as described in this RFP. The most advantageous proposal from a responsive and responsible proposer, taking into con-sideration all evaluation criteria set forth in the RFP, will be selected. The Wellfleet Housing Authority (WHA) intends to enter into a development agreement with the selected developer and convey the property to the developer with use restrictions to insure long-term affordability, pursuant to a deed restriction that will be recorded with the deed to the successful developer in accordance with the Affordable Deed Restriction in the form attached as Attachment D.
The preparation of the RFP response will be at the expense of the respondent. It is the sole responsibility of the respondent to fully examine this RFP’s attachments and referenced documents and to inspect the subject parcel. A Site Visit will be held at 10:00 a.m. on September 21, 2023, at the development site, 90 Freeman Avenue, Wellfleet, MA. The WHA strongly encourages, but does not require, all proposers to participate in the conference.
All proposals are to be clearly marked “Response to 90 Freeman Avenue Afford-able Housing” on the outside envelope. All proposals are due by 2:00 p.m. on October 24, 2023, to David Colton, Interim Assistant Town Administrator, at the above address at which time and place all proposals will be publicly opened.Late proposals will not be accepted. Any contract issued in response to a successful proposal must be approved by the Wellfleet Housing Authority, which reserves the right to reject any and all proposals.
