Associate’s degree in accounting, business administration, or a closely related field; a minimum of three to five (3-5) years general ledger accounting experience, preferably in the municipal field and experience with municipal financial software applications; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Salary range is $54,442 – 67,165.

Assistant Harbormaster
Reports to: Harbormaster
Position Summary: Assists Harbormaster in managing all aspects of Wellfleet’s Marina, Harbor, and Waterways. Enforces state and local laws and regulations for the protection and safety of the professional and general boating public on Wellfleet’s waterways under general supervision. Full time position, forty hours per week, including weekends and holidays as directed or as the schedule dictates. This may include early morning, evening, or nighttime work. On call for Emergencies.
Essential Functions:

- Serves as Assistant Harbormaster per MGL Ch. 102 Sec 19.
- In the absence of the Harbormaster, supervises all department staff, including job assignments relating to harbor patrols, emergency maritime assistance, pump-out operations, maritime law enforcement, mooring and slip management, as well as clerical duties of the Harbormaster.
- Assist in managing operations at Wellfleet’s Town owned marina, and develops policy to maintain, and run the Marina Enterprise Fund.
- Conducts regular patrols of Wellfleet Harbor, and coastline serving as the secondary maritime public safety and enforcement officer.
- Assists with emergency maritime search and rescue operations and provides assistance to vessels in distress coordination with the local police and fire departments and USCG.
- Assists Harbormaster in the establishment and licensing of Wellfleet’s navigational aids with the USCG on an annual basis. Oversees the regular inspection of the navigational aids positioning and maintenance to protect the boating public.
- Assists in establishing and enforcing a mooring and anchoring grid in Wellfleet Harbor and other areas as appropriate. Oversees the mooring permit function and ensures the collection of related fees. Handles mooring disputes with boat owners.
- Serves as the secondary department spokesperson regarding rules, regulations, policies and enforcement issues to the general boating public and the commercial fisherman.
- Performs other duties as assigned and in conjunction with other Town departments and employees.

Qualifications:

- High school diploma or equivalent. or direct experience in the Harbormaster job function.
- Progressively responsible experience in various aspects of seamanship and small boat operation with knowledge of navigation and piloting and use of marine electronics and communication. Familiarity with Wellfleet’s waterways and their unique behaviors. Must be able to swim and recover people from the water. Must be in good physical condition.
- Ability to obtain a Massachusetts class A license to carry firearms.
- Demonstrate interpersonal skills with the ability to communicate effectively both orally and in writing. Supervisory experience and budget development experience desirable.
- Medical training at the “First Responder” level and a current CPR certificate. Position may require Massachusetts EMT certification, Police Academy, and/ or Harbormaster certification.
- Valid Massachusetts driver’s license. USCG Merchant Mariners Master 25/50/100 Ton license, Massachusetts Hoisting Engineer 1B, 2A license or ability to obtain and keep current. Addition licensing may be determined based on department needs.

Work Environment: A portion of this position is performed in an office setting and requires eye-hand coordination and finger dexterity to operate a computer, telephone, and other office equipment. Frequent and extended periods of outside work, subject to all weather conditions, various marine conditions, and hazardous conditions during emergency conditions. Frequent walking, standing, climbing, and periods requiring sustained uncomfortable physical positions. Regular and sustained periods of strenuous physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper mechanics and techniques. Operates equipment that causes loud noise levels and high vibrations. Exercises caution when operating equipment and/or performing search and rescue missions.

The position is responsible for routine to complex administrative tasks, information management, general assistance, and clerical support to the Town Administrator, Assistant Town Administrator and members of the Selectboard. The Principal Clerk also handles highly sensitive, confidential and legal correspondence requiring a high level of discretion and judgment, maintaining confidentiality. In accordance with MGL Chapter 130 Sections 52, 57, 58, 59, 60, 62, and 68 and all applicable Town Shellfish Regulations, notice is hereby given that the Wellfleet Selectboard will hold a hybrid public hearing in person and on Zoom on January 31, 2023, at 7:00 p.m. to consider the following:
- To correct an oversight in the non-issuance of a grant license for grant extension #2006-01B consisting of 0.9 acres on Field Point to Robert LaPointe and to approve his grant renewal from October 25, 2011, until April 30, 2028. This would incorporate the initial two-year term of said license, the first five-year renewal and the next 10-year renewal period that should have been issued for this grant license.
- Application received 12/22/2022 for the transfer of shellfish grant license #s 01-02, 2000-7 and 2000-7 Ext consisting of a total of three acres on Field Point from Shea Murphy (Wellfleet, MA) to Shea Murphy and Saruta Murphy (Wellfleet, MA).
- Application received 1/3/2023 for a grant extension (to be numbered #2000-2 ext.) to shellfish grant license #2000-2 consisting of approximately 1.08 acres on Egg Island from Stephen Pickard (Wellfleet, MA), Iris Pickard (Wellfleet, MA) and Benjamin Pickard (Wellfleet, MA).
- Subdividing two three-acre grants (currently license #s 01-06 and 792) in the deep-water area of Indian Neck into four 1.5-acre parcels to then be put up for lottery.
- Application received 1/10/2023 for a grant extension (to be numbered #99-1 Ext) to shellfish grant license #99-1 consisting of approximately .43 acres on Mayo Beach from Angela Osowski (Wellfleet, MA), Robert Mallory (Wellfleet, MA) and Mary Mallory (Wellfleet, MA).
Recommendation of the Shellfish Constable will be available in the January 31, 2023, Selectboard’s packet.
