New Sewer Design-Build-Operate (DBO) Contract
The Town of Provincetown (Awarding Authority), acting through the Department of Public Works (DPW), is seeking technical and price proposals for the New Sewer Design-Build-Operate (DBO) Contract. The project involves the design, construction, and operation of the expanded sewer collection, treatment, and disposal system in accordance with applicable regulations.
- Pre-Proposal Conference: A pre-proposal conference will be held on November 18, 2024, at 2:00 p.m. at the Provincetown DPW office, 2 Mayflower St, Provincetown, MA 02657.
- Technical and price proposal documents will be available on the Town’s OpenGov electronic procurement system: October 31, 2024, at 3:00 p.m.
- Technical and Price Proposal Deadline: Technical and price proposals shall be submitted electronically no later than January 23, 2025, at 3:00 p.m.
- Bonding Documents: Hard copies of all bonding documents must be submitted to the Provincetown DPW in accordance with the proposal submission instructions.
- Proposer questions shall be submitted no later than December 23, 2024, at 4:00 p.m. Questions received after the above deadline may not be considered by the Awarding Authority. All questions shall be submitted in writing via the OpenGov portal.
- THIS PROJECT IS BEING ELECTRONICALLY PROCURED VIA THE TOWN’S WEB PORTAL https://www.provincetown-ma.gov/37/Procurement. NO HARD COPIES OR EMAILED SUBMISSION WILL BE ACCEPTED.

Rules and Regulations for Provincetown Recreation Program Eligibility for Taxpayers, Residents and Visitors
The following rules and regulations determine eligibility for the Provincetown Recreation Department summer program. For youth participants, the requirements must be met by the parent/legal guardian of the child within their household. Appropriate documentation may be required to demonstrate that the guardian has legal, medical, and/or tax responsibilities for the child. Failure to provide such documentation upon request will require that the child is charged a non-resident rate.
PROVINCETOWN RESIDENT –
To be eligible for a Provincetown Recreation Program Resident rate, the participant must be one of the following (1A-1D) and provide a copy of the documentation for office use:
1-A. The child’s Parent/Guardian must be listed as the Property Owner on the Town of Provincetown’s assessor’s database. If not listed, a copy of a year-round lease or a letter from your landlord is required, a copy of your ID/Driver’s License with a Provincetown address, or a vehicle registration in the Town of Provincetown at that address.
1-B. Participant who attends Provincetown Schools by exercising “school choice.”
1-C. Town of Provincetown Employee.
1-D. The spouse or domestic partner of a listed property owner in the Town of Provincetown, must provide documentation: ID, tax bill, letter from landlord etc.
OUTER CAPE RESIDENT-
2-A. The child’s Parent/Guardian must be listed as the property owner of the Town of Truro, Wellfleet, Eastham or Orleans assessors’ data base. If not listed, a copy of year round lease or a letter from your landlord is required or a vehicle registration in the Town of Truro, Wellfleet, Eastham or Orleans at that address.
2-B Participant who attends Truro, Wellfleet, Eastham or Orleans Schools by exercising “school choice.”
2-C The spouse or domestic partner of a listed property owner with the same year round address on a driver’s license, picture ID or Student ID.
NON-RESIDENT/VISITOR-
3-A. All others are eligible for a Provincetown Recreation Program Non-Resident/Visitor’s Rate
