The Provincetown Historic District Commission will hold a Public Hearing at 3:30 P.M. on Wednesday, October 16, 2024, in the Judge Welsh Room at Town Hall, 260 Commercial Street, Provincetown, MA.

The Committee will conduct a Public Hearing on WEDNESDAY, OCTOBER 16, 2024 AT 5:30 P.M. in the COA Multi-Purpose Room at the VMCC, 2 Mayflower St, Provincetown, MA 02657 to hear public comment on the needs assessment for the FY2026 Human Services Grant Program and for the John A. Henry Trust Fund for children in Provincetown. The mission of Provincetown’s Human Services Grant Program is to assist non-profit agencies and organizations in maximizing available resources, through local grants, to meet needs identified by the community. Comments may be submitted in writing to the Human Services Committee, c/o Dept. of Human Services Director, 2 Mayflower Street, Provincetown, MA 02657, or to the DHS Director at [email protected] or in person at the hearing.

Licensing Board
The Provincetown Licensing Board held a Public Hearing on Tuesday, September 24, 2024 at 5:00 p.m. in the Judge Welsh Room at Town Hall, 260 Commercial Street, Provincetown, MA, and approved the following changes to the Licensing Board Rules and Regulations:

6.00 INNHOLDER LICENSES
6.01 Definition
Innholder shall mean a Commercial Lodging Establishment consisting of a building or group of buildings all situated upon one parcel of land and providing food and sleeping accommodations (but not individual cooking facilities) for persons lodged on a transient basis for compensation and providing meals which are prepared and served from a central kitchen/dining facility. For purposes of this Section 6.01, the term ‘parcel’ shall include contiguous lots of land held under common ownership.

6.02 Kitchen Facilities
All Innholders must have a food permit from the Board of Health.
6.03 Provisions for Strangers and Travelers
Every innholder shall at all times provide suitable food for strangers and travelers. Every innholder shall also have upon its premises suitable rooms, with beds and bedding, for the lodging of guests.
6.04 Maintaining a Register
Every innholder shall maintain a permanent register in which shall be recorded the name and residence of every person engaging or occupying a private room. Such register shall be retained by the holder of the license for a period of at least one year after the date of the last entry therein and shall be open to the inspection of the licensing authorities, their agents, and the police.
6.05 Any minimum requirement for a non-alcoholic beverage shall be clearly and conspicuously
7.00 COMMERCIAL LODGING ESTABLISHMENT LICENSES -LODGING, BED AND BREAKFAST ESTABLISHMENT, DORMITORY OR EMPLOYEE HOUSING, HOTEL/MOTEL, OR, CAMP OR CAMPGROUND LICENSES
7.01 Definitions
a) Lodging House shall mean a dwelling with either an owner occupant or a resident manager on the premises or associated with the business, with or without meals, rented with or without common cooking facilities and/or meals by the owner-occupant/resident manager, renting to four or more persons

b) Bed and Breakfast Establishment – shall mean a private owner-occupied house providing transient lodging where not less than 4 rooms are let, a breakfast is included in the rent under ARTICLE 5 – Food Permit Regulations with a Residential Kitchen license for full or continental breakfast, and all accommodations are reserved in advance subject to the licensing requirements of MGL Chapter 64G Section 1.

c) Dormitory or Employee Housing – Shall mean a building or complex of buildings used as living quarters for a group of unrelated individuals with common kitchen and living facilities on a seasonal or year-round basis, but must be for more than 31 days, and may be related to employment, educational or cultural purposes, with either an owner-occupant or a managing resident on the premises.

d) Hotel/Motel – Shall mean a building or group of buildings providing transient lodging for a fee, and may include food, retail and other ancillary services and subject to the licensing requirements of MGL Chapter 140, Section 12A.The terms “hotel/motel” shall mean a hotel, motel, or resort, which is kept, used or advertised as, or held out to the public to be a place where sleeping or housekeeping accommodations are supplied for pay to guests for transient occupancy. The terms “hotel/motel” shall be construed to mean any building or group of buildings consisting of four or more units which provides sleeping accommodations for transient motorists (individuals who occupy the lodgings for 90 consecutive days or less) and which is not licensed as an inn.

e) Camp/Campground – Shall mean any recreational camp or overnight camp subject to licensing requirements of MGL 140 §32A: Premises used for recreational camping, occupied by tents or moveable or temporary overnight dwelling facilities offered for transient occupancy.

7.02 Maintaining a Register

VISITOR SERVICES BOARD
ANNOUNCES FY 2026 TOURISM FUND
MARKETING GRANT OPPORTUNITIES
Applications for the FY2026 grant program will open on October 7, 2024. Funds are available through the Provincetown Tourism Fund for Fiscal Year 2026 (July 1, 2025 – June 30, 2026). The purpose of the Tourism Fund Grant Program is to help support the marketing efforts of organizations to bring visitors to Provincetown. Event Marketing: Proposals will be accepted from non-profit organizations, producers/production companies, official organizers, or individuals conducting an event(s) in the Town of Provincetown. Matching Marketing Grants are also available for nonprofits, and organizations that provide year-round programming to increase visitation to Provincetown. Applications will be available beginning October 7, 2024, and are due by Monday, December 2, 2024. All applications must be submitted using the online program.
