Appointment to Charter Review Ad Hoc Committee
The Town of Provincetown is seeking applications to establish a five to seven member Charter Review Ad Hoc Committee for a term of five months commencing November 2023 and ending March 31, 2024. Applications can be obtained in the Offices of the Town Clerk or Select Board at the Provincetown Town Hall, 260 Commercial Street, Provincetown, MA 02657. Completed applications must be returned to the Town Clerk’s/Select Board’s office no later than 12 Noon on Tuesday, October 31, 2023. All applicants will be interviewed by the Select Board at their regular scheduled meeting on Monday, November 13, 2023, at 6 pm in the Town Hall Judge Welsh Room.

VSB Announces Tourism Marketing Grant Opportunities for FY 2025
The Visitor Services Board is seeking grant proposals for events and marketing funding under the Tourism Fund for Fiscal Year 2025 (July 1, 2024 – June 30, 2025).
Proposals will be accepted from non-profit organizations, individuals, or businesses conducting an event, activity, or project located in the Town of Provincetown. Matching Marketing Grants are also available for projects and programs which promote year-round tourism in Provincetown. Events promoting and enhancing the shoulder/winter seasons will be given priority consideration for funding.
Diversity, Equity and Inclusion (DEI) will be a part of the application and a consideration in the evaluation process.
Applications will be available beginning October 23, 2023, and must be submitted by Monday, December 4, 2023. All applications must be submitted using the online program. Grant Application information can be found at http://www.provincetown-ma.gov/591/Tourism

2023 Annual Traffic Hearing
November 6, 2023
The Provincetown Select Board will conduct a public hearing on Monday, November 6, 2023, at 6:00 p.m. in the Judge Welsh Room at Town Hall, 260 Commercial St. Provincetown, Massachusetts 02657 to hear the merits of the following parking and traffic proposals that have been submitted to the Select Board for review in the 2023 Annual Traffic Hearing. Individuals filing traffic proposals, or their representative must participate during the hearing.
Citizen Proposals
- Request by Karen Edmond and Barbara Fortier to either remove the parking space at the corner of Montello and Commercial Street to facilitate a full turning radius for delivery trucks and large vehicles turning onto Commercial Street; or install a bollard at the corner of Montello and Commercial Street at 142 Commercial Street; or install a “No Trucks” sign at the corner of Bradford and Montello Streets.
- Request by Joel Harris to restrict large vehicle traffic on Atkins Lane by installing a “No Trucks”, Private Lane”, “Residents Only” sign or any other prohibitive signage.
- Request by Brian DeLaurentis and Terry Catalano to remove parking space between 6 and 8 Pearl Street. Install two parking spaces at Pearl Street and Bradford Street across from Admirals Landing Inn.
- Request by Robert Henrique to prohibit parking on both sides of Nelson Avenue with the installation of yellow lines and “No Parking Either Side” signs from 46 Nelson Avenue to the top of the hill at 40 Nelson Avenue.
- Request by Leonard E. Enos Jr. to enforce “No Parking” in front of the Surf Restaurant, Tatiana’s and Blue Shack. Install “15 Minute Parking” spaces along Lopes Square median in the same area.
- Request by Doug Walker to limit traffic on Commercial Street to deliveries, residents and handicapped to create a more pedestrian and bike friendly street.
Staff Proposals
- Request by the Provincetown Department of Public Works to remove parking spaces 554 and 555 on Winslow Street. Install two spaces where parking kiosks were previously.
- Request by the Parking Administrator to amend the Parking Regulations by increasing the fee for Work Permits as follows:
6-1-1 RATES
Work Permits $5.00 $20.00
And to insert a New Section:
6-4-7 WORK PERMITS (CONTRACTORS AND TRADESPERSONS )
This permit will allow contractors and tradespersons the ability to park in areas not otherwise permitted (Commercial Street and Resident Permit Districts) to facilitate unloading, repair and maintenance on an active job site subject to the following restrictions:
- The work permit does not allow contractors to park for free in paid spaces.
- Contractors may not park in fire lanes, handicapped spaces or other No Parking Zones.
- Contractors shall have hazards lights on while on the active job site.
- Contractors may not obstruct the flow of traffic or block access to any public way without Police Department approval.
- Contractors shall post the address of the job site and an emergency contact number on the dashboard of the vehicle while parked.
- Request by the Parking Administrator to amend the Parking Regulations to eliminate the Camper Lottery in the Jerome Smith Parking Lot as follows:
4-8-1 general camper provisions
Campers over 20 feet shall be prohibited from parking within the public way. Camper parking for vehicles over 20 feet shall only be allowed in the area so designated in the Jerome Smith Parking Lot. Campers over 20 feet are prohibited in all other municipal parking lots. Campers 20 feet and under may park in Fire Station on the south side of the fire station Shank Painter Road. Campers will be assigned a designated spot based on a lottery system each year on the last Monday in March. Applications due to the Parking Office by the second Monday in March. Additional space assignments will be made on a first come first service basis thereafter.
- Request by the Parking Administrator to extend the paid parking season from May 1 – October 31 to April 1 – October 31. And further to approve a new flat rate of $10 per day in the Grace Hall and MacMillian Pier Lot for the month of April. And to amend the Parking Regulations as follows:
7-1-1 fee structure
The fee structure for the MacMillan Pier Lot and Grace Hall Lot (between May 1st and October 31st) shall be as follows:
MacMillan Pier Parking Lot: 0 to 10 hours @ $4.00 an hour, Maximum of $40 for 24 hours
Grace Hall Parking Lot: 0 to 10 hours @ $3.00 an hour, Maximum of $30 for 24 hours
The fee structure for the MacMillan Pier Lot and Grace Hall Lot for the month of April may include a variable flat rate.
- Request by the Parking Administrator to amend the Parking Regulations to allow the Senior Resident Parking Permit to expire every 4 years as follows:

Provincetown parking permit rates, per vehicle, per year shall be as follows (except that the Senior Resident Permit shall be valid for a period of 4 years):
- Request by the Parking Administrator to move the three Handicapped Accessible parking spaces in the back southeast side of the Macmillan Peir Lot to the front.

Shellfish Areas to Open for the 2023-24 Season
The areas labeled on maps within CCB4 as East of the Breakwater– Area located directly to the east of the Provincetown breakwater and West End – Area in Provincetown Harbor from Captain Jack’s Wharf to Provincetown Inn, will be open to the public for recreational shellfishing on Fridays and Sundays beginning Friday, November 3, 2023 and ending Sunday, March 31, 2024
Subject to water testing, the area labeled on maps as CCB2.2 Hatches Harbor – The conditionally approved area located between Herring Cove Beach (New Beach) and Race Point Beach, will open to the public beginning Wednesday November 1, 2023 for recreational shellfishing and shall remain open daily until Sunday, March 31, 2024 with the same weekly limits and restrictions as described in the Town recreational shellfishing regulations
If bay scallops are abundant, the Shellfish Constable will post the location of their taking on the Town website and the recreational limit shall be two pecks per week. Harvest of bay scallops will be allowed on Sundays and Fridays beginning Friday, November4, 2022 and ending on Friday, March 31, 2023 and the recreational limit shall be two pecks (ten-quart baskets) per week in addition to the mixed shellfish limit.
The recreational shellfishing regulations are posted on the Shellfish Department page of the Town website.

Fees are $15.00 for residents and $50.00 for non-residents valid yearly beginning November 1st as well as a weekly permit for the fee of $25.00. Residents or taxpayers shall be issued a free shellfish permit at age 65 or older.
