REQUEST FOR QUALIFICATIONS (RFQ)
OWNER’S PROJECT MANAGER
for Construction of Wastewater Treatment Facility and Phase 1 of Sewer Collection System
The Town of Eastham, acting through its Town Manager, is seeking the services from qualified firms for Owner’s Project Manager (OPM) Services as defined in Massachusetts General Laws Chapter 149, Section 44A1/2 and further defined by provisions of this RFQ, to oversight of the design and construction of a new Wastewater Treatment Facility and Phase 1 of the Sewer Collection System as described in more detail in the RFQ. The Wastewater Treatment Facility will be located at 555 Old Orchard Road, Eastham, MA. The estimated Wastewater Treatment Facility and Phase 1 Collection System cost is approximately $160,000,000. It is anticipated that construction funding will be requested at Town Meeting in May 2025.
Copies of the RFQ may be obtained by downloading from the Town of Eastham Website at https://eastham-ma.gov/bids.aspx the “How Do I” page, or by email request to [email protected], beginning January 25, 2024.
This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws Section 7C, §§ 44-58 and all contracts must be strictly awarded in accordance with the requirements of the Request for Qualifications. If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.
Responses will be received at the Administration Office, Eastham Town Hall, 2500 State Highway, Eastham, MA 02642 until 2:00 p.m. Eastern Time on February 13, 2024.
The Town reserves the right to reject any and all responses, waive informalities, and award the contract as deemed in the best interest of the Town, in accordance with Massachusetts General Laws.

PUBLIC HEARING
The Town of Eastham will hold a public hearing at 5:30p.m Monday, February 26, 2024 at the Eastham Town Hall, in the Earle Mountain Room, 2500 State Highway and by remote participation on the proposed Alteration of Premises for Eastham Market, Inc dba Eastham Superette located at 2475 State Highway in Eastham. The link to join this meeting will be published as part of the agenda for the Select Board Meeting on February 26, 2024 which can be found on the Town’s website at www.eastham-ma.gov.
