PUBLIC NOTICE OF ENVIRONMENTAL REVIEW
PROJECT: Nauset Estuary (Eastham Focus) Targeted Watershed Management Plan
LOCATION: 555 Old Orchard Road (existing Department of Public Works site) and various roadways
PROPONENT: Town of Eastham, Massachusetts
The undersigned is submitting an Environmental Notification Form (“ENF”) to the Secretary of Energy & Environmental Affairs on or before November 30, 2023.
This will initiate review of the above project pursuant to the Massachusetts Environmental Policy Act (“MEPA,” M.G.L. c. 30, ss. 61-62L). Copies of the ENF may be obtained from: GHD Inc., Attention Jessica Janney, [email protected], 774-470-1636
Electronic copies of the ENF are also being sent to the Conservation Commission and Planning Board of the Towns of Eastham, Orleans, and Wellfleet.
The Secretary of Energy & Environmental Affairs will publish notice of the ENF in the Environmental Monitor, receive public comments on the project, and then decide if an Environmental Impact Report is required. A site visit and/or remote consultation session on the project may also be scheduled. All persons wishing to comment on the project, or to be notified of a site visit and/or remote consultation session, should email [email protected] or the MEPA analyst listed in the Environmental Monitor. Requests for language translation or other accommodations should be directed to the same email address. The Town of Eastham Planning Board will hold a public hearing at 5:00 pm on Wednesday, December 20, 2023 in the Earle Mountain Room at Town Hall, 2500 State Highway, Eastham, MA on the following petitions. The applications and proposed plans are available for inspection at the hearing and in advance of the hearing date at the Eastham Planning Department, 2500 State Highway, Eastham, MA.

SV Design LLC (Applicant), seeks Site Plan Approval – Residential pursuant to Eastham Zoning By-Law Section 7.4.4.4 (Residential Lot Intensity) and Section 10.3 (Site Plan Approval – Residential) to combine two existing lots each containing a single family dwelling, demolish the existing dwellings and construct one new single-family dwelling on a lot containing 20,000 square feet or more, where the site coverage exceeds 3,000 square feet. Vote may be taken.

Notice of Request for Qualifications
To Provide the Following Professional Design Services:
Beach Plum Motor Lodge Redevelopment
Date: November 28, 2023
The Eastham Town Manager, the Awarding Authority, seeks submissions from qualified Designers, as defined in Chapter 7, Sections 44-58 of the General Laws of Massachusetts, to perform design services for the construction of housing units and site improvements at Beach Plum Motor Lodge, 2555 State Highway, Eastham, MA.
It is the intent of the Awarding Authority to engage a qualified Designer utilizing the Commonwealth of Massachusetts Contract for design services. Submission of the Designer’s proposal will also include statutory compliance forms, acknowledgment forms, and the ability to provide insurance coverages as identified within the draft document.
It is incumbent for the Designer to clearly articulate in their submission a successful history of completing designs for housing units or other municipal facilities of a similar magnitude. The submission requirements may be obtained electronically by registering at www.eastham-ma.gov/bids.aspx .
All submissions must be received by the Town Manager’s Office, 2500 State Highway, Eastham, MA 02642 by 2:00 pm prevailing time on December 21, 2023. Any late submissions received after this time and date will be rejected and returned to the applicant unopened. No exceptions will be allowed. Facsimile and electronic submissions will not be accepted and postmarks will not be considered. One (1) original, five (3) photocopies and one (1) electronic file of the submission must be submitted in a sealed envelope indicating the applicant’s name and address and clearly marked in the lower left corner “Beach Plum Motor Lodge Redevelopment”. The design completion is scheduled for June, 2024. The project fee shall be negotiated, with the maximum cost not to exceed $75,000.00.
The Town Manager reserves the right to accept and/or reject any and all submissions and waive any informality in the selection procedures to the extent allowed by law and make the award as may be deemed to be in the best interest of the Town.
