NOTICE OF REQUEST FOR PROPOSALS
To Provide the Following Professional Services:
NORTH EASTHAM FORM-BASED ZONING, DESIGN STANDARDS, ZONING OVERLAYS AND CORRIDOR PLAN

The Town of Eastham is seeking proposals from qualified vendors to assist with revisions to the zoning bylaws of the North Eastham Corridor Special District (ECSD), including development of Form-Based Code regulations, architectural and site design standards, development of 40R Smart Growth and District Improvement Financing (DIF) Overlays, and development of a Corridor Plan for the North Eastham Village Center in accordance with the specifications set forth within the Request for Proposals (RFP) document. This RFP has been issued by the authority granted the Town by Massachusetts General Law, Chapter 30B, Uniform Procurement Act, Section 6. Proposers should familiarize themselves with the provisions of this Act. RFP documents containing definitions of required services, submission requirements, evaluation criteria, and other pertinent information may be obtained beginning June 13, 2023 by contacting: Administration Offices, Eastham Town Hall, 2500 State Highway, Eastham, MA 02642; via email at [email protected]; or by visiting the Town of Eastham Website at http://www.eastham-ma.gov/(“How Do I” menu; Bid Opportunities). A response to a Request for Proposals requires both a Technical Proposal and a Price Proposal, submitted in separate, sealed envelopes. Please follow the submission requirements and instructions contained within this RFP, as failure to do so may result in the proposal being considered nonresponsive.
Proposals should be submitted in the required format(s), and received at the Administration Offices at Eastham Town Hall, 2500 State Highway, Eastham, MA 02642 by 2 PM ON TUESDAY, July 11, 2023. The Town of Eastham reserves the right to reject any or all proposals which are not responsible and/or responsive, in whole or in part, as deemed in the best interest of the Town, in accordance with Massachusetts General Laws.

Public Hearing
July 6, 2023
The Town of Eastham Zoning Board of Appeals will hold a public hearing at 5:00 pm on Thursday, July 6, 2023 in the Earle Mountain Room at Town Hall, 2500 State Highway, Eastham, MA on the following petitions. The applications and proposed plans are available for inspection at the hearing and in advance of the hearing date at the Eastham Planning Department, 2500 State Highway, Eastham, MA.
Case No. ZBA2023-08 –75 Bralla Avenue, Map 08 Parcel 08-355, Mark Monaco (Owner/Applicant) seeks a Special Permit pursuant to M.G.L. c. 40A s. 6 and Eastham Zoning By-Law section 19.2 (non-conforming uses, buildings, structures) and section 7.2.4 (setback requirements) to enlarge a bathroom, relocate a bedroom, add living/dining area into an existing deck area on a pre-existing non-conforming structure where proposed additions will intensify the setback non-conformity along the north and west property lines. Vote may be taken.

INVITATION FOR BIDS
Sealed bids for furnishing the following will be received at the Office of the Town Administrator, 2500 State Highway, Eastham, MA 02642, until the time specified below at which time the bids will be publicly opened and read aloud: ITEM Eastham Town Hall Renovations Project, consisting of total building exterior brick masonry repairs, repointing, and brick replacement, painting, new roofs over existing flat-roofed vaults, rough and exterior finish carpentry, gutters and downspouts, walks and slabs, handrails, HVAC and electrical, and site drainage.
FILED SUB-BIDS DUE: Thursday, July 20, 2023 at 2:00 p.m. GENERAL BIDS DUE: Thursday, August 3, 2023 at 2:00 p.m. Specifications, plans, and bid forms may be obtained on and after Thursday, June 30, 2023 at 1:00 p.m from Andrew T. Filed Sub-bids will be opened at the Eastham Town Hall, 2500 State Highway, Eastham, MA 02642 on Thursday, July 20, 2023 at 2:00 p.m. General Bids will be opened on Thursday, August 3, 2023 at 2:00 p.m. at the same location. Each Bid and filed sub-bid must be accompanied by a bid security consisting of a BID BOND, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. A mandatory Pre-Bid Conference and Site Visit will be held at Eastham Town Hall 2500 State Highway, Eastham, MA 02642 on Tuesday, July 11, 2023 at 10:00 a.m. A performance bond in an amount equal to 100 percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total contract price. All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.149, § §44A through 44H, as amended. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of Massachusetts General Laws, Chapter 149, Section 26 through 27D inclusive. Attention is further directed to the requirements of G.L. c.149, §44D requiring submission of a Division of Capital Asset Management approved Certificate of Eligibility and Update Statement with all bids. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
