Planner Hired for Maurice’s Overlay
The Maurice’s Campground Planning Committee on June 11 approved a proposal to pay $50,000 for consultant Rhyne Civic Strategies to develop a zoning overlay district or other mechanism to accommodate the town’s vision for developing affordable housing on the site. The town bought the 21-acre property in 2022 for that purpose.
According to Rhyne’s draft, consultants would work over the next 10 months to produce a zoning map in time for town meeting in April 2026. Funding for the consult would come from money already budgeted, said Town Administrator Tom Guerino.
Ryan Curley, who chairs the Maurice’s committee, had invited select board member Barbara Carboni to the committee meeting on June 11 to speak about her experience working with Boston consultant and architect Kennan Rhyne on the Walsh overlay district in Truro. Carboni praised Rhyne and said that there were several reasons to develop a zoning overlay district rather than pursuing a 40B affordable development.
An overlay district, she said, “allows the town to set the stage for the development it wants to see,” in terms of building dimensions, height, and density.
Carboni said new zoning could also allow for creation of more affordable units for households earning up to 100 percent of area median income, as was the case in the Walsh overlay district in Truro.
Some members worried about delaying the project. “If this overlay district work is going to take until next town meeting, it seems to me a real waste of valuable time to postpone the RFP,” said Janis Plaue.
The select board approved the consulting idea and moving forward on a zoning plan on a 3-1-1 vote, with Sheila Lyons voting no and Ryan Curley recusing himself. —Tyler Jager
