Rescued by Rescue Plan
The select board approved the final four documents for the 43-unit Cloverleaf affordable housing development on Dec. 17.
Included in them was the final affordability schedule for the complex: six units for households earning up to 30 percent of the area median income; 29 units for households earning up to 80 percent of area median income; and four units for those earning between 80 and 100 percent of area median income. The last four units will be rented at market rates.
Town Counsel Katharine Klein of KP Law said up to 70 percent of the units may be reserved under the state’s “local preference” rules for current town residents, municipal employees, employees of local businesses, and families with children in local schools. Assistant Town Manager Kelly Clark said the town plans to seek approval for all four of those allowed categories from the state’s Executive Office of Housing and Livable Communities.
The Cloverleaf project has largely overcome the setback that arose this summer when $2.2 million in funding from the Cape Light Compact fell through because an incentive program was unexpectedly discontinued.
The select board approved an additional $200,000 from the town’s affordable housing trust on Aug. 27, bringing the town’s total contribution to the project to about $2.1 million.
In November, the Barnstable County Board of Regional Commissioners approved the allocation of $1.4 million in American Rescue Plan Act funds to the Cloverleaf project, and this month, the commissioners allocated another $300,000 in federal HOME funding from the Dept. of Housing and Urban Development.
A groundbreaking date for the new housing complex has yet to be announced. On the website of Community Housing Resource, the project’s developer, the anticipated occupancy date is listed as “Fall/Winter 2026.” —Aden Choate
