Public Hearing
November 12, 2024
The Provincetown Select Board will hold a Public Hearing on Tuesday, November 12 at 6:00 p.m. in the Judge Welsh Hearing Room, Provincetown Town Hall, 260 Commercial Street, Provincetown, MA 02657, to receive comments from the public on the following Traffic Proposal and regulation changes requests:
Resident Proposals:
- Application by Jean Marino proposing to paint a striped crosswalk at the corner of Bradford and Center St. to accommodate safe pedestrian crossing.
- Application by Jonathan Sinaiko requesting to move the West driveway delineations at 295 Bradford Street or install a No Parking sign to increase visibility when pulling out of the driveway onto Bradford St.
- Application by Kaitlyn Pires requesting a mirror be installed on the corner of Carver St. and Commercial St. on the existing Stop Sign pole to allow pedestrians to see oncoming traffic over the hill.
- Application by Lucy Siegel requesting to either paint a crosshatch yellow “No Parking” area at the already designated “No Parking” section of Pearl/Bradford St. or move the existing signage to a more visible spot to prevent cars from continuing to park there.
- Application by Joseph DeAngelo requesting to have a 3-Way mirror installed on a new or existing pole across the from intersection of Cottage and Bradford Streets to provide visibility around the sunken part of the roadway and existing shrubbery/fencing.
- Application by Brenda Dean on behalf of Atlantic Avenue neighbors, requesting the removal of at least one existing parking space in from of the driveway at 6 Atlantic Ave that blocks the entrance to 9 Atlantic Ave.
- Application by Scott Allegretti proposing to change the parking duration of the 5 Standish Street parking spots, and the 2 Bradford Street parking spots to a maximum of 3 Hours, between the hours of 8AM and 8PM daily from May 1 – October 1, and to add these spots to the metered program.
- Application by Terry Catalano proposing to remove the parking space located in front of 8 Pearl Street and relocate it to the Southwest corner of Bradford and Pearl Streets.
- Application by Matthew Name requesting the crosswalk located on Shank Painter Road at Mac’s Fish House be equipped with a Pedestrian Crossing sign (W11-2) and Downward Pointing Arrow (W16-7P) sign.
- Application by Joseph Casto requesting to change the parking in front of 145 Commercial Street to a “15 Minute Unloading Zone” for 12PM-8AM to accommodate better business parking, pickup and drop off.
- Application by Samuel Walter proposing the creation of a raised curb rounding approximately 10 Feet going North on Standish Street and West on Bradford Street at the 4-way intersection of Bradford and Standish by the Gulf gas station.
- Application by Helen Valentine proposing to convert the existing East End parking spaces on Commercial Street to become numbered, metered parking spaces.
Staff Proposals:
- Application by Sherry Prada and the DPW requesting that spot 310 in the School Street parking lot be converted to add a bike rack to accommodate an influx in neighborhood bike parking and avoid damage to the wood guardrail.
- Application by David Anderson proposing removing the parking space at 15 Montello Street and installing a ‘No Parking from This Point On’ sign on the existing pole at 17 Montello Street. Additionally, painting a ‘No Parking’ designation on the street to emphasize the restriction further.
- Application by David Anderson proposing relocating the ‘No Parking’ sign to a position ahead of the two parking spaces across from 12 Atlantic to provide sufficient space to create two regulation-size parking spaces.
- Application by David Anderson proposing the introduction of a new regulation allowing employees who work in the Town of Provincetown and reside on a street with Resident Parking to qualify for the purchase of Resident Limited Permits. Eligible employees must provide proof of residency for at least five months and a current pay stub as verification.
- Application by David Anderson proposing amending Article 3 of the traffic regulations to establish a standard parking rate of $2.00 per hour for most areas. Additionally, increasing the hourly rate to $2.50 for the parking spaces located on Ryder Street, Johnson Street, and the West End Lot.
- Application by David Anderson requesting to amend Article 6 of the Traffic Rules and Regulations to enforce unloading zones year-round and remove time restrictions, designating the areas as “No Parking. Unloading Only” at all times.

Application by Kaye McFadden, on behalf of Martha S. Brousseau et ux., seeking a Special Permit pursuant to Article 3, Section 3110, Change, Extensions or Alterations, of the Zoning By-Laws to add a dormer up and along a pre-existing, non-conforming north front and side yard setback and to extend an existing dormer up and along a south front yard setback on the structure located at 12A Pleasant Street (Residential 3 Zone).
ZBA 24-50
Application by Carla Davis, on behalf of the Provincetown Chamber of Commerce, seeking a Special Permit pursuant to Article 2, Section 2640, Building Scale, and Article 3, Section 3110 Change, Extensions or Alterations, of the Zoning By-Laws to elevate an existing building up and along pre-existing, non-conforming setbacks, to construct a new flood resistant foundation and first floor, with timber decks, covered porch, and a ramp to provide barrier free access to the first-floor, and to convert the upper two floors in the elevated portion of the existing building to residential apartments, thereby increasing the building volume above the allowed neighborhood average building scale on the property located at 307 Commercial Street (Town Center Commercial Zone).

On October 17, 2024, the Provincetown Board of Health approved the following changes to the Board of Health regulations:
PART IV- ARTICLE 5 – Food Permit Regulation (updated); and
PART VIII- ARTICLE 1 – Fee Schedule (no increases).
The Provincetown Board of Health held a public hearing on the proposed regulation posted September 24, 2024 to https://www.provincetown-ma.gov/1419/Proposed-Regulations. The amended regulations become effective October 31, 2024 upon publication and will be posted to https://www.provincetown-ma.gov/461/Bylaws-Regulations
Board of Health approved 5-0-0.

The Provincetown Historic District Commission will hold a Public Hearing at 3:30 P.M. on Wednesday, November 20, 2024, in the Judge Welsh Room at Town Hall, 260 Commercial Street, Provincetown, MA.

New Sewer Design-Build-Operate (DBO) Contract
The Town of Provincetown (Awarding Authority), acting through the Department of Public Works (DPW), is seeking technical and price proposals for the New Sewer Design-Build-Operate (DBO) Contract. The project involves the design, construction, and operation of the expanded sewer collection, treatment, and disposal system in accordance with applicable regulations.
- Pre-Proposal Conference: A pre-proposal conference will be held on November 18, 2024, at 2:00 p.m. at the Provincetown DPW office, 2 Mayflower St, Provincetown, MA 02657.
- Technical and price proposal documents will be available on the Town’s OpenGov electronic procurement system: October 31, 2024, at 3:00 p.m.
- Technical and Price Proposal Deadline: Technical and price proposals shall be submitted electronically no later than January 23, 2025, at 3:00 p.m.
- Bonding Documents: Hard copies of all bonding documents must be submitted to the Provincetown DPW in accordance with the proposal submission instructions.
- Proposer questions shall be submitted no later than December 23, 2024, at 4:00 p.m. Questions received after the above deadline may not be considered by the Awarding Authority. All questions shall be submitted in writing via the OpenGov portal.
