Eagle Neck Creek Delay
The Dept. of Public Works (DPW) has been working on replacing a culvert where Old County Road crosses Eagle Neck Creek since November 2021, leaving the portion of Old County Road between Phats Valley Road and Abby Lane blocked off. Cars have been detoured onto Route 6 while construction is underway. The road was originally scheduled to reopen in May. A series of delays caused by various subcontractors have pushed that date back repeatedly.
Eversource blamed weather for keeping it from raising cables, resulting in the first and longest delay. Comcast and Verizon had no such problem. The project was then to be completed by July 25.
The DPW encountered another delay, said director Jarrod Cabral. He said he now projects that preparation for repaving the road will begin Aug. 17, and that the road will reopen directly following Labor Day.
As previously reported by the Independent, the new larger culvert, installed June 23, increases tidal flow from one side of Old County Road to the other, helping to restore the surrounding salt marsh.
The final design included removal of several steel sheets that provided structural integrity to the bridge over the creek. Workers recently became concerned, however, that removal of the sheets would cause the boulders supporting the dam to sink into the soft peat below. The DPW is considering cutting off the above-ground sheets while leaving them below ground to support the boulders.
Because the project involves property in the Cape Cod National Seashore, the Park must approve any alterations. The DPW is still waiting on this approval. —Nora Markey
