Conduct Complaint
Cheryl Best, secretary of the charter review committee (CRC), was admonished by the select board on April 12 for violating the town’s “Policy 54,” which outlines standards of conduct for boards, commissions, and committees. Sue Areson was the lone board member who disagreed with the decision.
Best’s fellow CRC member Bob Panessiti filed the complaint against Best on March 1, taking issue with remarks Best made at a Jan. 25 meeting of the select board and the CRC, at which Best stated that Panessiti “did not want to use” a study she had presented on how many towns in the Ipswich and North Shore area had appointed or elected planning boards.
“Throughout her remarks, she repeated mischaracterized and lied about my actions,” Panessiti wrote. Her remarks, he said, suggested “a bias where there was none.”
At the April 12 select board meeting, Best vehemently denied Panessiti’s allegations. “My statement about his lack of interest on Nov. 30, 2020 was not a lie,” she said. “It was a logical conclusion.”
“This hearing tonight has been admonishment enough,” Areson added. “I don’t support taking any action.”
Best reminded the board that she reserved the right to put in her own Policy 54 complaint against Panessiti “for calling me a ‘liar’ at a public meeting.” —Jasmine Lu
